dear sir(s) , how can i Bypass Safe_Mode And Disable_Functions In Windows Server? Sm 1 plz help me :'(

There have been some vulnerabilities in the past that allow you to do this. If the server isn't updated regularly, some of them may remain unpatched. Failing that, you have the following option:
- Find your own vulnerability and write the exploit.
- Find an unrelated unpatched vulnerability that has a public exploit for it and work your way up to the admin account from there.
- Find some way that you can get a human to install some malware that allows you control over the server.

Since I have no idea which service you're actually trying to exploit there is no way I can give you an exploit for it, no.
However, you can search for relevant exploits here: http://www.exploit-db.com/search/
If there's a known public exploit for the service you're looking for, odds are you'll find it there.
